InsRis Principals
All of the InsRis principals have had successful careers helping insurance regulators fulfill their responsibility of protecting consumers’ interests.  Each has considerable experience in the role of regulator as well as regulatory consultant. 

Alan E. Shaw, ASA, MAAA
Mr. Shaw, President of InsRis, is a life/health insurance actuary.  He is a former Chief Actuary of the Bureau of Examinations of the Pennsylvania Insurance Department.  Mr. Shaw advises in the actuarial phases of financial examinations for various state insurance departments.  He has considerable experience as an advisor to regulators in the review and analysis of the financial and economic condition of troubled companies. Currently, Mr. Shaw has administrative responsibility for all projects undertaken by InsRis. 

George J. Piccoli, CFE, CIE
Mr. Piccoli is a former Director of the Bureau of Examinations of the Pennsylvania Insurance Department.  Mr. Piccoli was employed with the Department for more than twenty years, and was responsible for the planning, scheduling, coordination and conduct of all examinations.  Mr. Piccoli represented the Pennsylvania Insurance Department at the NAIC on various committees, task forces and working groups.  He also served as state chairman for the Pennsylvania Chapter of the Society of Financial Examiners.  Mr. Piccoli is Vice President of InsRis.

Mr. Piccoli was instrumental in the reorganization and administration of the Examination Division of the Delaware Department of Insurance, including the recruitment and employment of financial and market conduct examiners.  In his consulting responsibilities, Mr. Piccoli provides expert advice and assistance in rehabilitations, liquidations, troubled companies and financial examinations.  He is currently serving as Special Deputy Receiver in charge of the liquidation and rehabilitation of both property/casualty and life/health insurance companies.

John Tinsley III, AFE, CIE, CPA
Mr. Tinsley is a former Special Deputy and former Chief Examiner for the Delaware Department of Insurance.  Prior to joining the Delaware Department of Insurance in 1985, Mr. Tinsley was an examiner with the Pennsylvania Insurance Department.  During his career in insurance regulation, he has participated in virtually every aspect of insurance solvency regulation, at both the state and national levels.  He has participated in every type of examination, overseen the financial analysis function and has been involved with the supervision, rehabilitation and liquidation of insurance companies.

Among Mr. Tinsley’s unique qualifications is his experience representing the Delaware Department of Insurance on numerous NAIC committees, task forces and working groups.  As Chair of the NAIC’s Financial Examination Scheduling and Planning Technical Group, he played a significant role in the NAIC’s formal process of reviewing and evaluating the solvency of insurance companies domiciled in the United States.  Also of note are his many contributions made regarding the NAIC’s Codification of Statutory Accounting Principles and Financial Analysis Working Group.  Mr. Tinsley is Vice President of InsRis. 

Tony Misenheimer, CFE, CIE
Mr. Misenheimer, Vice President of InsRis, has an extensive career as an insurance regulator.  He began his career with the North Carolina Department of Insurance, rising to the position of Assistant Chief Insurance Examiner before leaving to join the Delaware Department of Insurance in 1991.

Mr. Misenheimer’s experience includes planning, budgeting and supervising examination personnel.  He has participated in examinations of many types and sizes of companies, including health maintenance organizations, life/health, property/casualty and title insurers.  He also has experience in the supervision, rehabilitation and liquidation of insurance companies.

Mr. Misenheimer is a past member of the Board of Governors of the Society of Financial Examiners and has participated and worked on various solvency related committees, task forces and working groups of the NAIC.

George Donhauser, CFE, CIE, FLMI
Mr. Donhauser, Secretary and Treasurer of InsRis, has a long and successful career as an insurance regulator.  Mr. Donhauser began his career with the Maryland Insurance Administration and progressed to the position of Chief Insurance Examiner before joining the Delaware Department of Insurance in 1985.

Mr. Donhauser served as Chief Insurance Examiner and Chief of Life and Health Regulation for the Delaware Department of Insurance and was responsible for solvency oversight and market conduct surveillance. Currently, Mr. Donhauser supervises workpaper review and examination report preparation processes.

Mr. Donhauser has represented the Departments of Maryland and Delaware on various task forces and working groups of the NAIC.  He has served on the Board of Governors of the Society of Financial Examiners for the past twelve years.
